Update sandbox group

Update a sandbox group's concurrency limit. Returns 400 for a malformed
ID (invalid_sandbox_group_id), missing concurrencyLimit, or a value
below 1. The response returns the effective limit after applying Render's cap.

by Render's limit for this workspace. Responses return the effective limit.
Lowering the limit does not stop existing sandboxes.
